Is it possible to Publish PowerApps App to App Store or Google Play?

First of all, you should be aware that Microsoft PowerApps is not a standalone app, Power Apps worked under the Power Platform and not for public use.

So the answer to your question is No, you can't publish Power Apps to app Google Play Store or Apple Store. However, you can download the PowerApps App from Google Play or App Store and run your PowerApps App through it.
