The short answer to your question is NO, you can't frankly use MS Access with PowerApps, there isn't a direct connection between Power Apps and Microsoft Access.

To use the MS access Table data in your App in Powe Apps, you can do the following:

1. Export this table to the SharePoint list.
2. Connect to the SharePoint list from Ms access.
3. So when you use the PowerApps app that links to the SharePoint list any operation will reflect on the ms access table that connects to that list.
